The permit indicates that equipment will be installed and lists an expiration date sometime in 2027. Garmendale Engineering specializes in theme park rides and attractions, and theme park experts point to the company's history as a clue to what Universal might be building.
This filing comes as Universal continues expanding beyond Epic Universe, which recently opened. The company has not responded to requests for comment about the project.
Pokémon Snap Speculation
The contractor choice has led some to theorize that the attraction could be a Pokémon Snap experience. Universal Destinations & Experiences already announced plans to bring Pokémon attractions to its parks worldwide, with all of its keystone parks set to receive them.
